Law enforcement authorities, including local police and the Federal Bureau of Investigation (FBI), executed a major raid on a mansion in Arcadia, California, arresting a wealthy couple at the center of a disturbing child abuse investigation. Guojun Xuan, 66, and Silvia Zhang, 39, were taken into custody on suspicion of conspiracy to commit child abuse after federal and local agents descended on their property. Before moving to the U.S., Xuan worked as a government official in China. After immigrating, he became a naturalized U.S. citizen and established himself as a wealthy business owner within the Southern California Chinese-American business community. Zhang, also born in China, eventually moved to the U.S. (year unknown) and became a naturalized citizen as well. She had presented herself to U.S. surrogacy agencies and prospective surrogates as an “infertile” woman desperate to have children due to failed IVF attempts. In reality, prosecutors say that she and Xuan operated a secretive front surrogacy agency, called “Mark Surrogacy,” registered to their Arcadia address to procure dozens of embryos and contract multiple American surrogates simultaneously. The law enforcement operation marks the latest turn in an ongoing investigation that first shocked the public when authorities discovered 21 surrogate-born children living inside the couple’s secluded Southern California compound. The couple’s high-walled estate — resembling a private fortress tucked away in an affluent neighborhood — first came under scrutiny following a medical emergency involving a two-month-old infant. Investigators subsequently uncovered home surveillance footage depicting severe physical abuse against the child by a live-in nanny, who allegedly shook the infant until he lost consciousness. The nanny remains at large, but the subsequent search warrant unveiled a far larger and deeply unsettling domestic operation involving nearly two dozen toddlers and infants, nearly all under three years old, who were biological products of a vast, private surrogacy initiative financed by the couple. Neighbors and other witnesses previously reported bizarre conditions surrounding the mansion, describing a lifestyle that resembled a rigid institutional facility — rather than a family home. Surveillance and eyewitness accounts then revealed young children being forced into line-formation potty training outdoors and subjected to aggressive physical and verbal discipline by hired staff. Defense attorneys for the couple have maintained their clients’ innocence, arguing that any abuse was strictly the fault of the fleeing nanny and asserting that the father only meant to build an exceptionally large family to “make meaningful contributions to society.” While the 21 children were previously removed and placed into protective custody with the Los Angeles County Department of Children and Family Services, the most recent raid and criminal charges exemplify an expanding federal and local prosecution. Authorities, joined by the Los Angeles County District Attorney’s Office and Sheriff’s Department, continue to probe the global surrogacy channels, egg donor networks and financial structures utilized by the couple to assemble the makeshift baby farm — as state courts move to permanently sever their parental rights.
