Sen. Paul blocks Sen. Kennedy's AI 'kill switch' bill

Kentucky GOP Senator Rand Paul, a Libertarian-leaning conservative, reportedly blocked an attempt by Louisiana GOP Senator John Kennedy to quickly enact legislation mandating that artificial intelligence (AI) developers integrate a “kill switch” mechanism into their models.

Wednesday’s procedural block comes amid some growing bipartisan anxiety over AI, spurred by former OpenAI researchers warning of its rapid advancement. Proponents of the bill argued that unchecked AI development could soon slip beyond human control, posing existential risks to the public.

 

Kennedy’s (R-La.) bill would put an emergency shut off switch into the hands of the companies who created the tech—not the government—that could be used if the emerging intelligence were to become a threat to the public.

“We are not going to get up off our ice-cold lazy butts and address this anytime soon,” Kennedy declared. “But still we’ve got this risk out there that we know is real of one of these models becoming the Terminator.” 

Paul (R-Ky.), however, argued that a general mandate to implement a powerful shut-off switch could hinder the launch of AI tech into the United States’ economy, adding that the issue needs to be studied further before such decisions are made.

 

“I don’t oppose the spirit of this bill, but I do ask that we make sure that we have all the information,” the Kentucky lawmaker said. “If Congress acts hastily before the technology is understood, Congress risks killing innovation and setting this technology back decades,” he continued.

“Think, for example, that your search engine that you already use today is AI. Are they going to have to redesign all search engines immediately if this passes and put kill switches in your search engine? AI is going to be throughout the economy and so many facets. Are doctors going to have to build a kill switch into drug prescription analysis?”

Paul then called for Kennedy’s proposal to be amended — by establishing a bipartisan committee to study the threat posed by superintelligent AI and explore ways to stop any imminent threat to humanity.
