Trump DOJ issues over 1K subpoenas to combat ‘rampant fraud’ in Minn.
Officials from the United States Department of the Treasury and the Department of Justice (DOJ) have announced several initiatives to combat the “rampant fraud” in Minnesota.
On Friday, Treasury Secretary Scott Bessent, Federal Bureau of Investigation (FBI) Director Kash Patel, Centers for Medicare & Medicaid Services (CMS) Administrator Dr. Mehmet Oz and Assistant Attorney General for the National Fraud Enforcement Division Colin McDonald revealed multiple enforcement actions against fraudsters in Minnesota, including issuing over 1,000 subpoenas.
The allegations include voter fraud and fraud targeting taxpayer-funded “safety net” programs such as Medicaid and Supplemental Nutrition Assistance Program (SNAP) benefits.
“Since January 2025, the Trump administration has uncovered more than $260 billion in fraud, prevented $72 billion in taxpayers’ funds from going to illicit actors annually, and brought enforcement actions against nearly $60 billion,” Bessent said during a press conference on Friday.
The DOJ said that its National Fraud Enforcement Division and U.S. Attorney’s Office for the District of Minnesota charged, convicted, or sentenced 13 defendants whose alleged or proven schemes caused nearly $83 million in intended losses to the government.
“This year alone, the DOJ has issued over 1,000 subpoenas and executed over 40 premises warrants for the purpose of uncovering fraud in Minnesota,” the Justice Department explained in a press statement.
Patel explained that FBI Minneapolis executed numerous search warrants related to ongoing fraud investigations on Wednesday.
“Just yesterday, FBI Minneapolis and our partners executed 17 search warrants in a single day to combine into a 26-count indictment. Three of those search warrants were at a childcare center, two of those search warrants were at the residences of the owners of those centers and two more of those search warrants were on the early intensive development and behavioral intervention unit here in Minnesota,” he said.
With the help of the Internal Revenue Service (IRS), Homeland Security Investigations (HSI) and the U.S. Postal Inspection Service, FBI Minneapolis arrested four of those alleged fraudsters who had intended to defraud victims of over $41 million. The actual losses amounted to $21.65 million.
For example, Feisal Mohamed Elmi, 46, of New Brighton, Minnesota, was indicted October 22nd on 11 counts of health care fraud for allegedly orchestrating an $8.2 million scheme targeting Minnesota’s Medicaid autism therapy program.
Prosecutors allege Elmi submitted fraudulent claims for services that were never provided, including services supposedly performed by employees who were traveling or outside the U.S. Nearly all claims were allegedly billed at the same amount, regardless of the services provided or hours worked.
“The alarming concentration of fraud targeting taxpayer-funded programs in Minnesota demands a coordinated and sustained response,” McDonald stated. “We are working with our law enforcement partners to uncover alleged fraud, protect public funds, and hold offenders accountable. We will continue these efforts until these schemes are dismantled and taxpayer dollars are protected from abuse in Minnesota.”
“Our nation’s War on Fraud began in the Medicaid program right here in Minnesota. Since then, we’ve embarked on an unprecedented quest to crush corruption here and nationwide,” added Dr. Oz. “No society, no American, no patient should ever be the victim of the crimes we’ve seen since then. Fraudsters aren’t just stealing taxpayer dollars. they are threatening the quality, affordability, and integrity of the healthcare millions of Americans rely on.”
The DOJ’s efforts are in support of President Donald Trump’s Task Force to Eliminate Fraud.
